Can you provide a synopsis of the province's strategy for growth and expansion onto the world stage?
Gyeonggi Province is already home to a large number of successful multinational enterprises including homegrown titans such as Samsung, Hyundai-Kia, LG, SK, and Hynix - thereby securing the worldwide competitiveness of our region. Furthermore, top global companies such as 3M, Bosch, and Siemens are also taking full advantage of our position as a new global trade center. Much of the output from these multinationals is exported, translating into an approximate 20 percent share of Korea's overall international trade (approximately USD 65 billion annually). Gyeonggi Province is now striving to catalyze and maximize synergistic effects by attracting world-leading high-tech companies and cultivating industrial clusters.
What has been the driving factor behind positioning the province as an international destination hub?
Gyeonggi Province is emerging as the new economic hub of the Northeast Asian region, and this is especially meaningful considering that Northeast Asia is home to a consumer market of 1.5 billion people including a direct market of 25 million people in the Seoul-Gyeonggi Metropolitan Area. We offer access to superlative industrial infrastructure as well as Incheon International Airport - the world's 2nd largest air cargo handler - two international seaports and a comprehensive road and rail network that links the province with the rest of the nation. In addition, given favorable road conditions, the travel time by car from the center of Seoul to the furthest outskirts of the province is approximately one hour.
Gyeonggi is also home to the lion's share of Korea's skilled human resources. With the largest concentration of knowledge-based enterprises in Korea, it follows that we account for the better part of related personnel.
Can you describe any recent improvements and ongoing enhancements to the infrastructure?
The new Incheon Bridge, which was completed in October of 2009, has considerably sped up transportation from Incheon International Airport to the many industrial complexes located in the southern and eastern areas of the province. Concurrently, the Yongin-Seoul Expressway was completed last year and significantly shortened the distance from the center of Seoul to southern Gyeonggi. Also, the 2nd Seoul Ring Expressway, which is currently under construction, is expected to greatly facilitate access to Seoul from every corner of the province. Furthermore, Gyeonggi is pursuing the development of the Great Train Express (GTX), which will operate 40 to 50 meters below ground at an average speed of 100km/h, as a new transportation asset in the Korean capital region.
What are some of benefits for multinational companies located in Gyeonggi Province?
Gyeonggi Province has established eight foreign-exclusive industrial complexes to accommodate foreign investor demand for stable and long-term business sites. These complexes are ideally situated in terms of human resources and knowledge-based industry clusters. Moreover, there are a wide range of competitive and highly lucrative benefits available to those firms qualifying for entrance into these complexes, including the reduction or exemption of rental fees and taxes as well as the provision of employment and training subsidies, language education support, and more.
Gyeonggi Province also offers foreign-invested companies a variety of supports to help ensure their business success. Such supports include seminars to foster mutually beneficial purchasing policies among foreign and major Korean companies, employee recruitment assistance through HR and employment support systems, private mediation of labour disputes, provision of information on business management through the Gyeonggi Province Center for Foreign-invested Companies, and the operation of living and cultural assistance programs for foreign employees.
Are there economic incentives in place?
For qualified foreign investors, corporate, business income, and dividend income taxes as well as technology royalties and duties on capital goods will be reduced or exempted in accordance with the Restriction of Special Taxation Act. Also, acquisition taxes, registration taxes, and taxes on properties acquired or held for business operations will be exempted or reduced under local government ordinances. Furthermore, rent reduction and exemption is available to those companies situated in foreign-exclusive industrial complexes.
Gyeonggi Province also provides an employment subsidy of up to KRW 3 million (approximately USD 3,000) per person from the 21st employee onwards, and a training subsidy of up to KRW 3 million per person when more than 20 people are newly employed.
